I have only 16″ between countertop and bottom of cabinets …..is that okay?? This is an older home and rental. Thanks.

While it’s not illegal to have only 16″ between the counter top and upper cabinets, it is 2″ short of the standard height of 18″.  If you are shorter than the average person, you might find the 16″ to work to your advantage.  Some small appliances, such as some coffee makers, may require a full 18″ to store tight against the wall.  Other than that, you will have to live with the 16″ unless you decide to move the cabinet up by 2″.  Let me know what you decide.
